Forza Horizon & Forza Motorsport use licenced goods. When the licence for these goods are about to expire, the game will be removed from the Microsoft Store, but you will still be able to play it if you bought it.

Does FH3 require an always-online connection or can I play offline? "ForzaHorizon3 does not require a persistent connection to the Internet for playing single-player modes".

Can I play offline? Yes you can play Offline. Horizon Solo is an option if you don't want to play with others but if you want to Download Tunes/Liveries and Events from other players then you still need an Internet Connection in the background.
