“Turtles in a half shell” means the turtles are in half of a shell (as opposed to a full shell, like mussels and clams) and it is a play on words of foods in a half shell, like oysters. “Turtle power” is just an expression, or a cheer, for the turtles.

radioactive ooze In most versions, the Teenage Mutant Ninja Turtles are created when four baby turtles are exposed to radioactive ooze, transforming them into humanoids. They fight evil in New York City, where they reside in the sewers.

"This is a reference to (or pun on) the idiom "on the half shell", which is a way of serving shellfish (but not turtles).
