Cloud had a crush on Tifa when he was little, and she was his motivation for trying to join SOLDIER. She also saved him in the Lifestream and helped piece his memories back together. Tifa saving Cloud is one of my favorite moments in the game.

He isn't drawn to either of them. It more depended on what you did while you played. It feels like with the remake they might be pushing a bit of choose your own romance, which they sort of did in the original. They're not married but they're not friends either.
